Some days ago, we received information that has caused us much concern to the effect that the American -backed Millennium
Challenge Corporation agreement is to be signed by the govemment of Nepal. This press statement is, therefore, to clarify why the
Communist Party of Nepal opposes the MCC and to announce a programme of struggle against it. The entire country was united in
vigorous, patriotic opposition to this anti-national treaty forcing the parliamentarians to set down a 12-point explanatory note. It
became clear that the MCC threatens Nepal’s independence and sovereignty until at least these 12 points are accepted. The fact that
America has neither concern for the opinions of patriotic citizens nor for accepting any 12 points has led to a situation in which the
aim of implementing the MCC is completely unacceptable and intolerable.
Press statement on the implementation of MCC
We have made it clear, both individually and collectively, that if the US genuinely wanted to engage with Nepal, it would
unconditionally accept the position of its goverment, yet it is not coming with honest motives, but instead with the stated intention
of establishing a military presence in Nepal. After this, on the geopolitical front, to Use Nepal against the neighboring countries of
China and India with the intention ofretaining control over the region through the Nepalese comprador class. If the MCC is therefore
established it will render Nepal, not only an American neo-colony, but the Ukraine of Asia. Such dangerous proposals will never be
acceptable and tolerable to the Nepalese people. Even though we are poor, we want to stand on our own feet. Even though we have
fallen behind, we want to move forward with our self-respect and independence. We have trust that we can project ouselves to the
world with our own strengths and abilities. The notion of becoming a colony or giving up sovereignty in return for ‘aid’ in the
twenty-first century is impossible. In this respect, it is clear that extensive land purchasing in Nuwakot and Palpa, under the auspices
of the MCC, is not onty for building a tower but for the eventul purpose of establishing an American military base. It canot be
accepted that the land of the Sojha tribal people can be bought and occupied through the machinations of local compradors for the
price of a few cowrie shells. Therefore, we call upon all patriots, communists, and progressive democrats not to be blinded by a few
million dollars or fear of America’s global imperialism. Remembering the history of never becoming a direct colony of any
foreigners and protecting that glorious history, let us fight together for the abolition of the MCC.
The struggle for national independence is not only a matter for parties, govemments, and leaders. It is a common issue confronting
the whole nation and its people. If this American imperialist intervention is not rescinded in time, then the nation will pay a heavy
price, with great regret for all its citizens. We believe that the government of Nepal, all the political parties, intellectuals, and civic
leaders are aware of this. From where we are, let us raise our voices against this anti-national agreement, let us fight and defeat the
MCC. Before the people we want to confrm that our Party will engage in a stuggle of total resistance against the American
imperialist ruling class that is meddling in Nepal.
